    The major reclaimable resource that has been under-used this far is asphalt concrete pavement. Reclaimed Asphalt Pavement (RAP) is evaluated to determine its potential to sav money, and energy as well as natural resources. A City of MIlwaukee improvement prject was selected and evaluated using two alternatives (Conventional and Recycled Asphalt Pavement methods). Cost estimates for the project was determined using the two alternatives after designing the pavement structure. Energy usage for the two alternatives were determined by calculating the energy requirements for the production of basic paving materials (asphalt and aggregate); the paving mix; transportation of materials; and placing materials in the roadway. Comparison of the cost and energy usage were made. The design project shows cost saving of 26 percent by using recycled asphalt pavement. The energy usage was found to be 22 percent lower, using RAP compared to conventional paving methods.
